WV's CCW requirements allow training in another state by persons certified by that state. Does this extend to the online training that is certified and accepted in Virginia?

WV does not do on-line CCW training as far as I know. If you live in VA and have the training required by VA and have been issued a VA CCW permit then you can carry in WV since we have an agreement with VA.

If you have MOVED to WV from VA after being issued a VA permit then I would say it would be up to the sheriff in the county you live in if he wanted to accept the VA permit as proof of training or not.  It would be best if you ask the sheriff in your county.

As a firearms instructor, I am truly ashamed that my home state of Virginia allows people to get a carry permit after watching a one hour video.

That does seem kinda scary and WAY to short in the  training dept. Does VA require any range time??

Personally I believe it is the CCW holders responsibility to train and learn to use their weapon safely and effectively.  A little range time when they get the permit is nice but if the instructor has really succeeded if he has impressed on the person the importance of not letting the training stop there.
When did integrity become such a rare commodity?

I tell that to my students in every class. In fact, I damn near beg them to maintain their training.

I have said for years WV needs to make you shoot and show you can safely handle a weapon each time you renew your Permit.

I know people who have had permits for 25+ years and have never fired a weapon since the day they took the class. That's not only dangerous for the person carrying but the public in general.
